Planning Standard Updates

Ecology invites interested public and local and tribal governments to review and comment on the following plan updates for Washington State Maritime Cooperative, BP Shipping, Polar Tankers, Alaska Tanker Company, and Harley Marine Services. Washington Administrative Code (WAC) 173-182 and 173-186 require oil handling facilities, pipelines, vessels, and railroads to have a state-approved oil spill contingency plan that ensures their ability to respond to major oil spills. Regulated companies are required to submit changes to Ecology, and updates may require a 30-day public review of the updates (WAC 173-182-142).

The following plans are now available for public review: 

Specific changes are as follows: 
  • Planning standard spreadsheets detailing how the above vessel plan holders are meeting the 2 and 3 hour equipment planning standards in the San Juan Islands through their contracts with MSRC.
  • The 2 and 3 hour planning standards have a residency requirement meaning that the required equipment must be staged in the San Juan Islands. 
  • The rest of the equipment used to meet the 4-48 hour requirements for vessels, boom, storage and recovery equipment can be met through cascading equipment from the surround equipment staging areas.
